INTRODUCTION
The current Ophthalmology Department of Hospital Enche’ Besar Hajjah Khalsom, Kluang commenced in 2012, not very long after the opening of the hospital itself. It had its humble beginnings with just 6 staff. Since its opening, the Department of Ophthalmology has grown exponentially in terms of number of patients but with minimal staff to support the services it provides.
The Ophthalmology Department of Hospital Enche’ Besar Hajjah Khalsom is a referral centre for eye diseases for the Kluang district. We provide general but comprehensive ophthalmology services covering detection, treatment, surgery and rehabilitation. Apart from clinical services, the Ophthalmology Department also conducts courses at departmental, hospital and district levels and organizes various eye screening programs at the community levels.

The Ophthalmology Department of Hospital Enche' Besar Hajjah Khalsom aims to be a referral and treatment centre that provides quality and comprehensive services throughout professionality and efficient members who are attentive to human values.
MISSION
The Ophthalmology Department are committed to provide quality Ophthalmology and Optometry services through the promotion of eye health, prevention of blindness from avoidable causes and visual rehabilitation with an emphasis on the involvement of each individual in the care process. In addition, we also seek to gain a better understanding of local eye disease patterns to enable more effective relevant healthcare strategies during planning and assessment.
OBJECTIVES
- To provide excellent clinical services in a patient-friendly setting, continuously striving to optimise patient comfort and reduce their sufferings.
- To provide individualized care through assessments, treatment care plans and monitoring of the patient’s physical and psychological progress.
- To provide safe cataract surgery in order to prevent infectious endophthalmitis. (<0.2%)
- To ensure the smooth, efficient and effective administration of clinic.
CLIENT CHARTER
- Clinical governance and delivery of ophthalmology services should be carried out by adequately trained and credentialed ophthalmology specialists, medical officers, optometrists, paramedics and other allied health professionals.
- To ensure optimal standard of patient care according to clinical privileges and available resources.
- The department should be well-equipped to deliver safe and adequate care.
- There shall be appropriate space and facilities in the department for administrative, clinical and non-clinical function. These include consultation rooms, procedure rooms, laser room, meeting rooms and on-call rooms.
- To provide a better visual acuity outcome (6/12 or better) within 3 months for patient undergoing cataract surgery.
- The waiting time to see a doctor in the specialist clinic is less than 90 minutes for 90% of patients receiving treatment (except patients undergoing procedures such as refraction and field vision tests
- Communication between disciplines shall be effective and professional to ensure optimal patient care.
- Effective communication with patients and their family members is important. There should be full disclosure of any unexpected incidences and adverse outcomes.
SCOPE OF SERVICES AND COMPONENTS
- Provide outpatient and inpatient ophthalmology treatment services, including referral to tertiary centres for sub-specialized care.
- Provide optometry services including early detection of visual impairment and visual rehabilitation. (Refer Optometry Services Operational Policy)
- Provide ophthalmology surgical services for emergency and elective cases.
- Provide training services to medical officers/paramedics/ medical students.
- Provide Daycare services for minor operations requiring local anaesthesia (LA).
- Provide preventive ophthalmology services eg; screening for retinopathy of prematurity (ROP) and diabetic retinopathy, and screening for refractive error under preschool screening program.
- Provide networking and cluster-based ophthalmology services.
- Participate in quality and research activities.
